Depends on the license it was released under. If it didn't come with one then you have no implied rights to it at all, it is entirely their copyright. If it came with a license then it may give you the ability to modify it with some conditions, you will need to read it.
If you can't find terms it is also worth trying to contact the original author to get permission to make your adjustments and work out how they will be published. Store the permission you get as you might need it in the future.
