I think you need to unzip the files into content/tracks/laguna_seca
The install seems a bit weird.

Not only the installation ... I don't know, but to me the track seems, well, too narrow, too short even?! Maybe I'm wrong, but as far as I know laptimes for GT cars are well above 1:30 ...

Laptimes should be somewhere in the mid 1:20s I think. As for the layout and width... I couldn't say. I've not really given it too much thought.
