GT4 DLC includes 11 cars = 13$
2020 GT DLC 2 cars + 1 track + tire update= 9$

ACC is 2 years old now. 505/Kunos want to have people engaged/onboarded in/to ACC => Very good discount.
The GT4 pack is newer. I expect DLC to be always be costlier compared to the base game if you go strictly by cars/tracks for €/$. If people have bought ACC, the chance they buy DLC is significant. Why would you give it away for a very low price then?

Comparing starting prices of new DLC with discounted old game / DLC prices is comparing apples with oranges.
I haven't felt that pricing from Kunos was ever bad. In fact I consider it very very affordable.
For comparison reasons: I bought Baldur's Gate 3 in EA for full price of 60€.
Developers said there will be no discount before the release of the game. They need the funds.

= 1,8$ per item
2020 World DLC is 9$ for
1 imported track (count as 2 cars) + 2 revised car = 4 items
(I don't consider new driver name or new tire as item)

As someone who likes to do my racing on the cheap, (witness my "rig" in the recent poll), I've never understood why almost in every dlc thread people complain about the price. Despite being happy to lay out money on peripherals there seems to be a reluctance to view the software, that actually allows us to play our games, in the same way. I would expect to pay premium for something new and since if I don't want it I don't have to buy it, although I'm still getting a discount if I buy it in a sale.
