How to enable Penalties in a race?

I can't seem to figure out how to enable penalties in a race.
When I tick the penalties box in the main menu, it only works in practice or hot lap, but doesn't work in a quick race, or when I host a race server. Please help.

needs set in the mp config when setting up server, in quick race you only get a penalty at cut track zone which tells you too slow down

For me, in quick race nothing happens when I cut the track. Only in practice or hotlap the lap becomes invalid. In quick race, nothing at all.

lap time doesn't become invalid in quick race, but at the 2nd chicane at imola drive straight on and you will get a slow down, I did
