How to turn off penalties on LAN server

I'm new at assetto corsa, and i want to disable penalties on my LAN server, can someone tell me how to do this?

Using ACServer Manager, in first tab and Realism section, for "Allowed tyres out" choose 4.
Using Content Manager, in "Rules" tab for Realism, put cursor on the left for "any for Allowed Tyres Out.
Manually in the server_cfg.ini .... for the line Allowed Tyres Out write 4 or even best: -1 and save.

Just make your choice in one of those 3 possible ones.

i tried everything and nothing works, i need to turn off all the penalties, is that possible?

For Allowed Tyres Out choice at 4 ... can be used in the acServer_manager..... and already works for cuts.
But modifying the 4 afterwards in the server_cfg.ini for -1 is also perfectly working for cuts.

The remaining possible penalties are:
- False start ... the best you can choose ( in place of Drive Through or Teleport to pits ) should be: -1 needing to be modified manually also in the server_cfg.ini but I don't know if it can work. Moreover that's for me a justified penalty which is always needed..... much too easy and unfair advantage for the driver using it... reason we never turn off such a penalty.
- Disable Gas Cut penalty should also be checked
