I get where you are coming from as I've been in similar situations and it does look suspicious.
Having said that, I know the guy a bit and helped him with some of decals for other liveries.
What most likely happened, is that he used your design as a 'basis or template' for his.
In other words, he opened your design on top of his blank 206 template and used it as reference to put his own decals/logos on it, scaling them to roughly the same size and placing them in the same position. Something which seems clear as there are almost always (very) slight differences between your logos. He didn't copy/paste any of your decals onto his.
I, personally, believe that is a fair way of doing things. I've used liveries from other designers as a reference as well and people have done the same thing with plenty of my designs. As long as they don't just copy/paste parts of my design and claim it as their own creation, it is perfectly fine in my book.
A recent example of me doing it, is in regards to my latest design on the 206 WRC (K. Holowczyc). You designed that one for the WRX car in DR2.0 (I believe) and I used it as a reference for my creation. Smaller logos on older cars, for example, are not always clear or recognisable from the limited amount of photographs you can find online. So I opened up your livery in order to find out exactly which logos are on the car. Then I searched for vector versions of those logos online or recreated them from scratch. Once that is done, I placed them on my design.
In conclusion, I suspect he might have used your design as a reference to scale and position his decals/logos but he didn't steal (copy/paste) any of them directly.
I hope my explanation makes sense in a way as to why it looks suspicious.
