Moving install file?

I'm trying to move Assetto Corsa to a larger external hard drive, but when I do this via Steam's own system it says "Failed to move all files to new library folder (I/O operation Failed)." What does this mean?
EDIT: Also, I haven't checked the files and where they are right now, would I be able to go to the assetto corsa files and manually move them myself or would this risk breaking the files?

You had a thread on this not too long ago... why start a new one? It was suggested there that you could install the steam environment on the external HDD. I would do that first, install steam fresh there, then re-install Assetto Corsa fresh there as well.

I'm predicting a lot of errors (and many more posts asking for help...) if you try to simply move folders over.

Started new one because that was about whether it was possible, this is about a problem with the method. They're not really the same. In that it was suggested I could move the file to another hard drive, and that it would be easier to move the install file via Steam, but right now it seems to be having a problem doing it. I don't know what the phrase I/O operation failed means, so I don't know where to start solving it. I'm trying to move the files manually but it comes up with a file being unavailable. 'fatal device hardware error'
Look, I'm sorry that I keep asking for help, I'm not adept at using technology like this, I just want to have fun with Assetto Corsa and its mods, is it too much to ask for some help diagnosing technical issues when doing this?

I just pointed you in the direction of solving it.... re-install steam and AC.

After a quick google search (real easy to do):

From Steam Support page:

If you encounter any errors during the move process or when Steam is launched from the new location, it may be necessary to perform a more thorough process:

  1. Exit the Steam client application.
  2. Browse to the Steam installation folder for the Steam installation (continuing the from the last section example, this would be the new location of D:\Games\Steam\.
  3. Move the SteamApps folder from the Steam installation folder to your desktop.
  4. Review the Uninstalling Steam topic for instructions to uninstall Steam (this must be done to remove your old Steam installation settings from the Windows Registry).
  5. Review the Installing Steam topic for instructions to re-install Steam to the desired location.
  6. Move the SteamApps folder into the new Steam installation folder to copy all of your downloaded game content, settings, and saved games to the new location.
  7. Start Steam and log in to your existing Steam account to confirm that the move was successful.
  8. For installed games, verify your game cache files and you will be ready to play.
