That location looks correct.
Are you sure that the subfolder with the actual track in it is at the correct level? (I mean, it's not in a folder within tracks called content or something like that.)
E.g. one of my tracks is in the folder "W:\SteamLibrary\steamapps\common\assettocorsa\content\tracks\bikernieki"
If it were in, say, "W:\SteamLibrary\steamapps\common\assettocorsa\content\tracks\tracks\bikernieki", then it wouldn't work.
If the location is correct, I'm not sure what might be wrong. You do need to restart the launcher before it will recognise the new track - hopefully you already did that. Maybe the logs would contain something useful...
