use Nvidia Profile Inspector to set AA/AF : set Antialiasing compatibility to Diablo III and select "replace application setting" to override the application AA settings, you can also enable DSR X4 on GTR2 to remove pretty much all aliasing without any noticeable frame drop. Borderless windows mode is pretty good too.
Moreover on a LAPTOP you need to set both GTR2Config.EXE + GTR2.EXE to your GPU instead of poor integrated graphics.

I don't see anywhere to set antialiasing compatibility
 
PnG3 is Power & Glory mod v3.2 (60s-70s cars only) by ex-SimBin devs like David Wright and DucFreack by example, so top notch quality mod which requires (and deserves) a dedicated GTR2 install somewhere else on your disk : as you can have as many GTR2 installs as you want, just copy a clean GTR2 folder in c:\PnG3 by example then install PnG3 mod (doesn't require 10th Anniversary Patch because it has already many updates including official SimBin patch 1.1+nocd+4gb patch by example)
 
It means that you need to pick Diablo3 profile preset in nvidia inspector : this is a free software dedicated to nvidia cards and it is available in [OPTIONS] folder of 10th Anniversary Patch

Important : always keep your steam gtr2 clean, never install mods or patches there because steam detects any modification and restores original files within steamapps folder which will break your mods and give bugs. Anytime you want to play with a big mod like 400mb and more then copy your clean GTR2 somewhere else in c:\GTR2-F1MOD by example or any other name.

You've got 2 different games with 10th Anniv.Patch : stock and HQ.
HQ have got ALL updates whereas stock have got minimal updates to avoid online mismatch.
Base updates for both Stock and HQ :
HQ Skies in 2048*2048 instead of 1024*1024
DucFreack HD MENU
HQ EMAPS (world reflections) in 512*512 instead of 128*128
HQ ambient shadow
HQ smokes
HQ lens flare
HQ rain : full effects for HQ but only partial for stock game
HQ spark

Just try default 2003/2004 cars on default zhuhai by example then compare with HQ equivalents : textures are not the same, and all HQ cars have motec enabled contrary to stock by example.
 
The archive has been packed with 7zip archiver v19.00 (free software) so you need to install at least v19.00 or superior in order to extract all files correctly.

1- download 10thAP
2- download latest 7zip archiver : https://www.7-zip.org/
3- prepare a clean install of GTR2 : copy-paste your steam GTR2 folder (around 1.6Go) in c:\GTR2-10AP by example so you will have default GTR2.EXE in c:\GTR2-10AP\GTR2.EXE
4- double click on 10th Anniversary Patch archive : double click again inside GTR2_10TH_ANNIVERSARY_PATCH_10_1 folder so you will see ALL files, select ALL folders/files with mouse or with CTRL+A then click EXTRACT and choose c:\GTR2-10AP folder. Finally click YES and tick box to overwrite ALL FILES AND FOLDERS.
5- set window XP compatibiliy (right mouse button on every EXE then left click on COMPATIBILTY TAB) + check Administrator box for ALL EXE files inside c:\GTR2-10AP
6- run GTR2CONFIG.EXE : set resolution in 32bits and DX9 but do not set anti-aliasing/Vsync here so leave it empty and change that either in nvidia driver or nvidia profile inspector with option to FORCE AA/AF settings.
7- run GTR2.EXE

By "jerky" I assume you mean "stuttering", of course there are solutions :
1- enable at least 2 cores (more if you can) for GTR2.EXE process either manually with CTRL+SHIFT+ESC or with bitsum process lasso
2- reduce graphics on high or medium instead of max/full
3- in menu : OPTIONS >> ADVANCED >> move slider on the left to reduce LEVEL OF DETAIL BIAS : try 90% first then 80% if it is not enough, till you've got smooth image
4- in nvidia driver reduce AntiAliasing force : if you were at x8 then try x4, or if you were at x4 then try at x2
