@kimizhou007 What is the plugin you are trying to install, is there a link for downloading it? I ask because most plugins by default don't work anymore with rF2 DX11 version, anything that draws to screen needs to be run with DX9, and DX9 will soon be gone.

This error message is not even when you're starting rFactor 2, but an editor that is shipped with a third party plugin (rFDynHUD). I recommend you try contacting its author directly. I am not sure that plugin is still maintained at this point in time. It's last release was years ago so it could simply be it no longer works.
