I have only seen one person post settings for this game over at the Granite forums. I don't play this title so have no idea whether they'll feel good for you.

The settings are posted as part of a 21 profile .ini autobackup so you will have to do a little bit of work to get them imported into your True Drive software, keep the 1 profile you do want and remove the other 20.
Other than that, you could try asking the original poster for just the F1 2019 settings alone
