I have almost certainly now lost the plot, I somehow think that I used to be able to record gameplay using steam.
I have looked and looked through its menu and can find nothing to suggest that is the case.

I don't recall steam having the tools to record gameplay*. Are you thinking of Nvidia Shadowplay (alt-z if you've got Nvidia Geforce Experience installed) or Windows 'game mode'?
