help fix satsuma 2020.02.

my Satsuma isn't starting . I re-installed the spark plugs, there are three batteries 2 of them are low and need charging. I think the alive one is installed in the car. the satsuma's camshaft has been tuned exactly like needed, I don't know about the carburetor, distributor set good, its spinning but the car doesn't start..
