I think you can but only once, if the buyer have to reinstall the game ISI will send you a new code and not to the one you sell it to.

The code you have works for anyone, so you can sell your rF yes.

For example, you get 5 unlock codes from ISI when you buy rF, you can let someone else use the code. When you run out of unlock codes you can email ISI with your details and they give you 5 more unlock codes.

rFactor i think now has unlimited unlocks, well i do cos i used to get emails saying you've got say 3 licence renewals left and i ran out so i emailed ISI and it was set to unlimited.
