F_Classic_Upgrades.ini - does it work?

Like rFactor, there is an upgrades.ini file in the vehicles folders. Can anyone please tell me if or how it works?
I would like to acitvate the digital dash on the Formula Classics if possible but do not know how to use the upgrades file.

No, all the upgrade files are essentially dummies in GSC and may or may not contain references to things that aren't in the game. Dash configurations are now handled by genstrings so they can be configured on a per-car basis, but only for the Stocks and F3s if I remember rightly. You may be able to edit the FClassic gen files to force it to load the digital dash but that's never been tested and the files may not quite work...

Too bad those are only "dummies". Upgrades file for Formula Reiza (switching between Option and Prime tires) sounded good, and I was about to ask how you enable upgrades in GSC, until I saw this thread...
