Is there anyway to get HAT file without gtl/gtr2?

Can anyone tell me how to create a HAT file without gtl or gtr2? I only have GTR Evo, but would like to finish creating my track. Maybe someone could make my HAT file for me?

not without gtl/gtr2.

but if you send the evo track,i resend it back with the hat file.althought it would be best to finish the track first.
