Reiza Studios just announced that they will be bring more cars, more tracks and more features for their latest PC simulator Game Stock Car 2013.

The game engine doesn't support animated arms so it isn't possible.

Simbin managed it with gM2. Perhaps Reiza could license animations and rain from Simbin.
