Offline Championship Manager?

Are there any programs such as Score4 for NR2003 that gives you the ability to make a custom offline championship for SCE? And hopefully AM too. I looked around for one but couldn't really tell if they could be used for SCE. I guess the game itself doesn't put in the historic tracks for its championships which I would love to use.

I think it's part of the crowdfunding,it's should come at some stage
