Cars Reduce HP and NM

Hello im new to community
I have question about reducing HP and NM of modded car
Can i do that?
I want to drive accord 7 2.4L and there is not such a mod and i was thinking can i download accord with more power etc and reduce it?

As long as it's not encrypted, very easy to change. Just go to engine.ini, see what POWER_CURVE file it's pointing at (usually "power.lut") then open that up and type the amounts you want. Numbers are newton-metres at the wheels, it's a list of rpm|torques.

Can i also change horese power there?
Sorry if i writing something dump but english its not my native language xD

They're not really separate things, the amount of torque you have can be used to calculate the horsepower.
