Shadow problem. High quality shadows appearing too close? Vid included.

The one problem I have that is quite annoying is seeing shadows change when I am driving. I made a low quality video but it shows off my problem.

You can see in the video the shadows changing right in front of the car as I drive by the stands. I must have a setting wrong somewhere as I do not recall seeing this in other peoples videos. I have looked online and what I have tried has not worked. I am hoping someone more familiar with the graphical settings can help me as I notice this every lap.
