Toro Rosso try to enter an unsafe car for Silverstone

It appears during scrutineering for the British GP that the wheel tether on Carlos Sainz's car was damaged. The FIA requested that Toro Rosso change the wheel tether in which Toro Rosso declined to do so.

They have now being called in front of the FIA to explain themselves

I suspect this is about to get more expensive for Toro Rosso then it would of been if just changed it.
