File type of the downloaded file is "file" . What does this mean ?
Can someone tell me what kind of file this is and how I can open it?

It's a .7z file. Use 7zip to unpack it https://www.7-zip.org/

A lot of modders release mods as .7z archives since it has a lot better compression ratio than .zip

Strange that windows doesn't show the extension of this file.
If I had known what kind of extension it was, I could easily have googled the right program to open it ?!

Yeah, that's weird.
Do you have the Folder options set to show or hide extensions? (See pic.)
Windows (annoyingly) defaults to hiding them, which I've always thought was a bad idea.
