Winner submitted a new resource:

Visible blue flame for 80's Classic - Blue flame now visible

With this mod, the flame is now mixture of blue and orange instead of mostly orange. Additional tuning is smoke and splash will linker longer for all cars.
Make backup before replacing the files in the rar file.
As this is just a visual mod, it should not affect car performance or corrupt saved games.

Regrettably blue cannot be seen when I reduced the sizes of flames.
