What causes this flaring and how do I get rid of it?

I have no idea how this flaring in the sky started. The time setting is around 9-10pm. I get that it's the sun coming from over the horizon, but with the sky set at overcast, should this really be happeneing, and if so, why so drastic? How do I turn it down, or off, or get more natural flaring through clouds? I don't recall this happening before getting the CSP preview. Any help is appreciated.
