1998 CART INDYCAR Driver names for Default F-USA Cars - Real drivers and abilities for default Formula USA Carset

A best fit for the default skins. WIP as things like country flags and right chassis/engine combo doesnt fit.

I used all the best drivers and kept out the backmarkers. I watched almost every indycar race from 90-now so modeled the drivers based on 98 and their historical behavior. Example- Hiro was horrible at letting leader cars by when he was lapped so he wont give up the blue flag easily in this game

Ill clean this up and make it better.
