3 minutes to start a new conversation?

I'm running a small competition in Forum Games which involves me needing to start new, separate conversations with multiple users. However, I am surprised at the massive time we have to wait before sending them out. I only need to start 6 conversations at the moment, but I have run tournaments in the past where I have needed up to 20 users, and for that I'm required to wait for 1 hour (if I hit maximum efficiency and speedrun%) to start those conversations.

Is the 3 minutes for anti-spam purposes, a deliberate decision or a mistaken number typed?
