AC Online Stutter

Hey guys, I have an issue where AC would stutter and sometimes, but rarely, stick while playing online (even if the server is empty). I have replicated the server in a single player scenario with weather fx etc. just to make sure this is not a graphics issue and to no surprise, it is not.

I was wondering if anyone here might have come across the issue and have tackled it with a fix?
Thanks

System Specs:
Asus Maximus III Formula

Your processor system, to me seems well out of balance with your GPU.
But there is a load of information that you need to
include, monitor resolution, FPS that you run the game at, quality settings that the game is at , the amount of Apps you have running , circuit , Ai , and probably more.
Your GPU is very capable, you may be pushing your CPU to much in trying to keep up with the RTX 2070.
With a rtx 2070 I can easily run AC with a full
field of Ai and all setting at max with 3440x1440 monitor at 120hz, but not with your cpu. ( no stuttering )

If any of that is incorrect then I apologise in a advance.;)
You could include a acbench Mark, that would help to.
:)

My issue only occurs while gaming online. So Ai does not matter as I have no issues running single races. I tried running without my apps as and still had the issue. My CPU is water cooled and as you can see from the monitoring below, we seem to be fine during the bench. :(

i will reply, but in the hopes that someone more knowledgeable will
jump in , as have no experience with CM.:)

There is SO SO much that you can do to create an image
that is very good for online , without all the baggage you
are carrying graphically at the moment. you could keep those settings for
off line. But even then i would want to lower them for a more fluid experience.

My graphics card is of simular spec to yours, if i was running a
1080 monitor with my setup , even with my i5, my bench mark would
have a fps of hundreds.

You really are totally overloaded graphically for your processor.

there is so much you can do with the settings and i am not at my pc.
if no one interjects, i will copy all my settings and post here on the forum,
when i can get to it.:)

your cpu core frequency looks very low , there is something very wrong with the cpu side
of your system especially looking at your ACbench mark.
i can see whats wrong with my system, but at a distance other people is out of my depth.
