Hi. I am playing ACC on my laptop since january. Specs:
i5-7300HQ (2,9GHz max, IIRC)
8GB RAM
GTX1050 (4GB, IIRC)
I'm mostly offline but do an online race every couple of days.
Offline my CPU is the limiting factor for the number of AI opponents - I can run 14-15 AIs reliably without stutters that ruin the race. There is an occasional stutter here and there - not every race, but it's still annoying. First tried a full grid AI race, was a completely unplayable slide show.
Online is better, since the CPU is free from AI physics calculations. However, the OL sessions do have stutters, when new players join the lobby, especially during quali. Not sure if that has anything to do with the specs though, read somewhere that the game is loading other players custom liveries?
As for GFX... It's fine for me, I'm not spoiled for eye candy and have it set somewhere in the middle - except shadows and view distance on high. FPS is limited in-game to 62 to prevent GPU overheating. Offline and just me on track, it's runs at 58-62. With other cars (off- or online) it's around 45-52 average. All clear weather, expect FPS drop in rain.
So I guess that your specs might just run. The question is how.
