So I was loading in custom liveries, and three drivers appear. One has my name, and the other two said First Player and Second Player. I edited those and made them into real world drivers, however, when I added a second custom livery (from RaceDepartment), the driver names were the same as the initial custom livery. Is it possible to have different names for the drivers of multiple custom liveries?

No it's not possible to change the names.
You can only change them once, if you do have created more custom liveries you will see the same names as youre current custom livery car.
This is because the game sees it as the same team but with a different brand of car or livery.
If you want to know how to edit the real driver names from the official teams then i could tell you. Only problem is that it is not permanent and will be resetted after finishing each race weekend back to the original.
Same with the ai skills possible to change them but will be resetted after each finished race weekend.

You can pick them both, you can use a custom car against official cars in championships and quik races.
But if you try to select them both at the same time, then no. You can only race with 1 car at a time.
But yeah if you do a championship you can use ur custom car against the official cars, or going for custom vs customs ( custom vs custom i only tested but never finished a race )
