AI refuse to go full throttle?

Hi there,
So I've been checking replays from recent AC offline races, and I can tell by some of the apps I have on that the AI refuse to use 100% throttle, even on long straights. Is this just a problem I solve with a file integrity check or is something wrong, or is it just because my AI is set around 80%?

Ah OK. Well... then that seems like an odd way to scale difficulty. Like, that just seems so odd. Why not just make them use funky lines or slow down too much in corners or what have you? IDK, still thanks for answering the question for me!
