AMS Crash To Desktop

I've done a fresh install and I am having issues starting AMS.
The only way I can get the thing to start is to delete d3d9.dll from the AMS folder.
Has anybody had similar issues with a fresh install.
I've removed my Automobilista directory in my documents etc and followed the troubleshooting instructions on the reiza forums.
All was working 2 days ago, and I was using evoHUD+
Now the thing wont start as a clean install with the default d3d9.dll
evoHUD+ has its own d3d9.dll but it still doesnt start if I use that.
My main concern is that stock game with no mods and its failing.
Windows 10 fully patched etc....

The strange thing is that its not windows update as the last windows update installed was 24/01/2019 and I was running AMS with evoHUD+ on the 27/01/2019

trace.txt is full of

setup.cpp    1738: Did not add vehicle GAMEDATA\VEHICLES\ARC_CAMARO\TEAMS\ARC_CAMARO_01.VEH (either because it did not pass filter or error)

but all files validate

In the log.log in Automobilista directory I get

redirecting CreateDevice
D3DXCreateEffectFromFile failed
try to use "D:\Steam\steamapps\common\Automobilista" for shader files

No HUD is set to Off, same thing happens with native

Check that coreshaders.mas file is the only file in

"..\Steam Library\steamapps\common\Automobilista\GameData\Shared"

This is a fresh install with a clean user directory.

I'm at a bit of a loss as to what's gone wrong. It's not the end of the world as I can just rename d3d9.dll and live without evoHUD+ for a while.

Some GPU driver update maybe? Or Afterburner if you're using that?

Its the 417.71 nvidia driver which I downloaded and installed on the 17th
Not running afterburner.

Got it working.....
Reinstalled direct x end user runtimes and its running. Lord knows what corrupted them
