Any help for using RSRBR and how to setup a Public Race?

I tried looking on the rallyesim.com tutorial page, but its all in French. Was wondering if anyone would happen to know how to set up a public race just to do some road tests and see how RSRBR works before hitting it online. I just need help settings up a simple 6 or seven stage rally.

I also do have every track pack including BTB and all car backs including NGP installed.
