Arrows in Cockpit View?

I have no idea what these arrows are in the upper left of the cockpit view!
They don't change or go away. What are they for?

you had some penaltie. perhaps you exit the pits with red light or exceeded pit speed limit?

Yup. That's a drive-through penalty.

Likely from tearing out of the pits at the Nurburgring Tourist ... didn't know I had to wait for the red light.

Turn off flag rules when you don't care to be bothered with race penalties.

If you turn on the message center, it should tell you about the penalty.
