Misc ASR Williams FW16 rework

TL98_RD submitted a new resource:

ASR Williams FW16 rework - "il mio nome è Ayrton e faccio il pilota" - Lucio Dalla, 1996

As ASR Formula drops the 1994 Williams FW16, i drop the rework of it

WHAT HAS BEN DONE

Lowered max RPM to 14300
Lowered idle to 3200 RPM
New AI shifting values (includes upshift & downshift)
lowered coast reference to 13900 RPM

INSTALL
drop the data.acd file in the car's folder

go to CM, change the values as shown in the attachment and recalculate power graph using UI.
