Assetto Corsa DX11 Only?

This confused me as well. Hope someone can shed light.

DirectX 11 API has the ability to set what they call "feature level". So you can still code with the same API but target DX9, DX10, DX10.1 or DX11 hardware. Some features are not available in the lower feature level, and shaders need to be recompiled (or discarded all together) in AC we managed to handle down to DX10 although, at that level, things like motion blur or antialias are not supported.

I am using an old pc to test netcode with a DX10 class nvidia 9800 GTX and it can be set to run >60 fps with one car..it does struggle on the CPU tho, being AC heavy on multithread a quad core is highly desirable.
 
I fail to see any reason for being a "smart investment".
Well it's pure speculation on my part; but I supposed that there might be people out there that,
-- like me -- would be willing to purchase whatever hardware is needed to run AC but may balk at purchasing or running Microsoft Windows. They might want to run it with something like wine in some other computing environment where support for the DirectX API is lacking.
