Best upgrade for Adobe Premier?

A friend has asked me to upgrade his AM4 rig which is mainly used for Adobe Premier, After FX etc. His budget is around £500.

Which would be better?

5900X 4.8ghz(12c/24t) + 32GB@3600 or

5700X 4.6ghz(8c/16t) + 64gb@3600

I ask because he's hardware illiterate and I'm clueless, well, about most things really...

Any knowledgeable answers gratefully accepted.

Ok, the slightly faster 5950x is slightly quicker than the 5900x but how important is memory? Would more cores and less memory be better than less cores and more memory?

Also, how important is the GPU in the equation? Currently Radeon RX480 8GB.
