Blur camera F2 F3

Hello i have when i go on the camera F3 and F2 is an big line of blur,my wheather is no cloud and i make this.
Can you help me

I'm no expert in photo mode, but is I was to read something like this in real life, I'd say that F2/F3 is a big aperture that could lead to overexposure. You photo is practically white in the middle. Is there any setting for exposure time in photo mode? You could try lower that.
