Theme colors could be changed via in-game editor.
To use this mod, download the file attached, extract Cars and Liveries folders towards Documents/Assetto Corsa Competizione/Customs and combine them with existing files.

This is an old post from me, as far as I remember I didn't need decal.png to make the livery work in ACC so I just didn't make one. Hope this info can help you converting it. I am very amateur to livery making.
