Physics camry 2007 mod wheels waving like crazy balance is way off and i cant fix it. help.

I tried to play with numbers in suspension.ini but it only makes it go crazier. its not just visual. when i brake. it makes a weird stuter shake.this stutter was also present in gt86 adjustable mod if you are familiar. how do i balance the wheels of the car ?
