I don't have the game installed any more, but assuming that your system meets the minimum requirements for the game :-
1/ Ensure you are using the latest graphics driver for your card
2/ Close any video capturing software or software that shows your FPS on screen when you play, like MSI Afterburner (especially), FRAPS, Dxtory, software like that. They need to hook into the game, and can cause crashes
3/ Remove the
hardware_settings_config.xml file from your Documents/MyGames/F1 2013 folder
4/Try booting the game
Failed :-
5/ Remove any mods that you have installed
6/ Verify your game cache files via Steam (this will remove mods too). See this post if you don't know how to do it :-

7/ Now try again.

8/ Disable the Steam cloud for the game, instructions are in the same post I linked to above. Then remove your game save files from the Steam Userdata folder (223670). It maybe corrupted and causing the crash.
- YourSteamInstallDrive\Program Files (x86)\Steam\userdata\xxxxxxx\223670
- xxxxxxx = Your Steam ID number
- 223670 = The F1 2013 profile folder.
Try again. If it works, kiss your game save bye bye and start your career again.
If it doesn't work, you can put your game save files back in the 223670 folder if you want, however I don't know what to do next, so can't help any further ........
