Not sure if I understand the question. If you bought rF2 non-Steam, then transformed it to Steam license, then you only own one license now: the Steam one. Either way, I don't think you are allowed to transfer the license to another person as per the terms, the license is tied to you in person.

If you activated on steam then doubt it. If not then you could reach out to support about the change from your original purchase and ask for a refund. If you did do the Steam code obtention, not so sure because I don't know if they can invalidate a serial key.

Once you have activated a key on Steam (and this applies to anything on Steam) it is attached to your account. From that moment on you cannot sell or give it to someone else.
