It says to see PM, which suggests you need to change something or respond to the PM before anything can go forwards.

I've noticed you have started this thread before. In future, please just append a previous thread as opposed to starting a new one.

In any case, the moderators and administrators are easy to find on here. It is probably easier and quicker to send them a PM than start threads in a game forum, as the people granting your license are not as likely to see your query here.
