Can't post due to insufficient privileges

I'm getting a message "insufficient privileges to post" in rf2 section. And can't find a sticky on insufficient privileges.
And in the Filter box I can't type in the "Show only" field. Only the "Started by" field.

If you mean the mod section it's correct that you can't post there. Nobody can as the only threads there are auto-generated when a mod is uploaded to the resource manager https://www.racedepartment.com/downloads/
