Can't View Homepage?

Basically when I try to view the homepage I get the following:

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post in our racing club forums you will need to become a licensed member first.'

It appears in a vBullein box, yet I can view the forums just fine.

Had it for a while as well trying to connect to www.racedepartment.com but problem gone now.
