Car Not Driving Right

I have a weird issue. Whenever I use a car with traffic the car will be almost like it’s in slow motion and will drive very sluggishly. It’s almost like the brakes are on. It’s very slow. This only happens when I use traffic on single player and Multiplayer. I can’t seem to find the issue. It’s almost like it’s doing a constant burnout while moving.
Can someone please help me find the solution for this issue
