How long does it take to unlock some R&D?
I'm now in race 8 with Sauber and i still havent unlocked anything?

When you are in the careef hub menu there is a gear symbol above the race. Then there is a r&d objective. You have to start the r&d when you are in the garage and select the race engineer

For some reason I can't access my r&d, even when there's a gear above the track there is no option to access r&d in the engineer menu. Above Australia there's a (!) ... Do you know what it means?

The ! means there is something to notice on that race weekend, to find out what it wants you to notice you have to go to the track info screen. I had it at a couple of races at the end of the season and it just told me vettel could win the drivers championship that weekend.
