What program should I use to change the name of a team? In which folder should I go?

In F1 2019 language files hidden(probably in game.dat file or somewhere else), we cannot use any programs.
In F1 2010-2018 we can use Ego Language Editor for open .lng files in Language(10-14)/Localisation(15-18) folder.

Is it not possible to change driver team? For example Albon on Red Bull and Gasly on Toro Rosso.
