CI Racesonline and The Rollovers?

I came across these two groups and became very puzzled. CIR obviously sells many interesting cars and car packs, for example the TCR pack which The Rollovers deals for free? Are those same cars and if so, who is taking advantage of whom, i.e who was first?
Has someone bought cars from CIR and are they good?

CIR and Rollovers do really bad mods, very little quality and they charge money for models converted from different games (such as Forza, Race07 ecc.) So... These mods are bad, mostly without lods and illegal... If you want to try some mods, try the free ones made by Rollovers.
