CPU occupancy 99% error, Half FFB rate fix applied. No Change. Possible Car issue?

Hi all-

I'm obviously stumped by this one. I have a feeling it may be related to a mod issue though. Anyways, I've got bad lag and the CPU occ 99% warning with the following conditions:

Drive Type - Quick Race
My Car - 911 RSR 2017
Track - Any
Opponents - Any number (lag occurs on lowest number of opponents possible)
Grid Type - Similar P/W
Opponent Candidates -
Alfa 155 Ti V6
Audi R8 LMS 2016
BMW M3 GT2
BMW Z4 GT3
De Tomaso Pantera Group 4
Ferrari 488 GT3
Ford GT40
Lotus 2-Eleven GT4
Maserati 250 F 6cyl
McLaren 650s GT3
McLaren MP4-12C GT3
Mercedes SLS AMG GT3
Merc-Benz AMG GT3
911 Carrera RSR 3.0
911 GT3 Cup 2017
911 GT3 R 2016
RSR 2017
SCG 003C

I've tried trouble shooting by running several different driver cars, tracks and grid density. So far the only vehicle that hasn't given me issues is the KTM xbow R with a full grid on Nordschleife. This issue also affects career mode races as well. My system specs are as follows:

X570 Aorus Ultra
Ryzen 7 3700x
32 Gigs Ram @3600mhz clock
RTX 2080 super

Anyone here run into a similar situation?

Have you just started using AC & was it running okay in the vanilla version before you added in the mods & Content Manager?
I ended up burning it all to the ground. I have a feeling the problem was related to A3pp or Reshade but after uninstalling them nothing changed. I have everything back up and running. Re-installing content now for the most part. seeing the framerates I should. Not sure what to make of it all.

Maybe it was some python app running havoc. I got a very similar setup, but like half the GPU, and I can use up to 75 AI till I get that 99% message now
