Sorry for the late reply, I was kind out of the game.
Depends largely on your computer, but I never noticed any personally or had any complains when the game is running (your FPS). Might give you a longer loading time when starting the game, but the devs are trying to fix that because plenty of people have a big quantity of liveries.
But like I say on the post, the quality on the 4096px liveries only shows on really close photos.
The game has 2048px liveries internally, and the 1024px ones I only made them because that's how little you can go and not notice a difference while playing the game.
